The project “Portugal: enhancing migrant integration services”, implemented by IOM Portugal, follows on from the previous “Technical Support to the High Commission for Migration (ACM)”, completed in March 2022. The funding of this Action, as well as of the former, is provided by the European Union, in cooperation with the Directorate-General for Support to Structural Reforms (DG REFORM), through the Technical Support Instrument, intended to support Member States in designing and adopting structural reforms.
This intervention aims at supporting the High Commission for Migration in the improvement of its ability to respond to the integration needs of migrants. In line with this objective, the project seeks to ensure the desired impact through 3 Outcomes:
- Outcome 1: The integrated response to migrants is improved through stronger and more structured multi-level coordination, support and monitoring mechanisms.
- Outcome 2: Newly designed digital platforms support the transition to an effective multi-channel approach and better respond to identified user needs.
- Outcome 3: Training activities are reviewed and improved to better respond to the evolving training needs of CNAIM and LAM staff.
Taking as a starting point the evaluation carried out during the “Technical Support to the High Commission for Migration”, an attempt will be made to help implement the set of recommendations made under the previous Action. These will serve as a basis for the effort to increase the effectiveness and efficiency of ACM’s services, through greater coordination of the National Support Network for the Integration of Migrants, increasing flexibility and adaptability and the creation of structural conditions that enhance the capacities of its staff.
