The project " Joint Complementary Mechanism For Sustainable Reintegration In Brazil” (SURE), developed between January 2018 and December 2020, had the main objective to contribute to a more informed and sustainable reintegration in Brazil.
This project reinforced and complemented the support provided by the existing Assisted Voluntary Return and Reintegration programmes implemented by IOM in Portugal, Belgium and Ireland. By strengthening the link between pre-departure counselling and post-arrival support, this project facilitated the creation of a coordination and referral mechanism that helps to enhance a more sustainable reintegration of migrants in Brazil. Based on the needs of migrants identified during pre-departure counselling in host countries, it is possible to refer them to local actors in Brazil who have relevant initiatives or programmes.
Initially, the project focused on the three main states of return of Brazilian citizens, namely: Goiás, Minas Gerais and São Paulo. In the current phase of ARVoRe Programme’s implementation by IOM Portugal, this mapping was extended to the states of Paraíba, Pernambuco, Bahia, Espírito Santo, Rio de Janeiro and Paraná.

- Reintegration of Migrants in Brazil

By strengthening the connection between pre-departure and post-arrival counselling, SURE sets up a referral and coordination mechanism that promotes a more sustainable reintegration for returning migrants in Brazil. The mechanism is focused on the returning migrants’ needs - identified in host countries during the pre-departure counselling phase - as well as the referrals made to local actors with relevant support programmes in Brazil.
Currently, the project has been developed in Goiás, Minas Gerais and São Paulo, the three Brazilian States where most of the migrants have returned to in the past years. SURE contributes to MiGoF’s Objective 1, SDG 17 and to Objectives 21 of the Global Compact for Safe, Orderly and Regular Migration.

The Referral Network for Reintegration in Brazil was established, and is composed of 20 public, private and civil society entities. It has the aim of strengthening the capacities of local actors to meet the specific demands of returnees.
