What is refugee resettlement?

 Refugee resettlement is the process of transferring refugees from the country where they seek protection to another country that has agreed to receive them as permanent residents. Resettlement is a durable solution, a protection tool to address the specific needs of refugees, and a demonstration of solidarity and responsibility-sharing at international level.

 

Resettlement of Refugees in Portugal

The International Organization for Migration (IOM) is committed to supporting the Portuguese Government in the resettlement of refugees, ensuring a dignified and organized process. Between 2024 and 2026, with funding from the Agency for Integration, Migration, and Asylum (AIMA, I.P.), IOM assists Portugal in fulfilling its commitment to receive and resettle 600 refugees who initially sought asylum in Egypt and Turkey.

IOM ensures that individuals and families have access to the necessary information to make informed decisions, are ready to travel, and receive proper support. Moreover, it guarantees that journeys are carried out safely and with dignity to the final destination, and that refugees are better prepared for their integration into their new host communities.

Actions of IOM

Pre-departure medical health assessments

In close collaboration with the IOM offices in Turkey and Egypt, IOM Portugal coordinates health activities prior to the refugees' journey to Portugal. These assessments include collecting medical history, conducting medical examinations, administering vaccines, referring individuals to specialists when necessary, and treating identified medical conditions.

Pre-departure orientation sessions

To facilitate adaptation in Portugal, IOM organizes a four-day informational session or refugees aged 14 and above. During these sessions, participants learn about the country, their rights and responsibilities, local culture, and available services. Additionally, video calls are arranged between refugees and their future host entities to answer questions and strengthen connections before arrival. 

Adults also have the opportunity to create a skills profile, translated into Portuguese and English, that can be used for job search. For children under 14, an animated video is provided to explain in a engaging manner what to expect from their new life in Portugal.

Managing logistics and movements

IOM coordinates all logistical aspects to ensure a safe journey to Portugal. Working with Portuguese consular sections, UNHCR, and local authorities, we organize documentation and provide support in the airports, both at departure and arrival. If necessary, medical or operational escorts are arranged during the journey.

Information Sessions for Local Actors:

We know that integration is a process that involves both refugees and the communities that receive them. Therefore, managing expectations and understanding cultural differences and traditions are essential in this process. As part of our work, we organize informational sessions for local actors and host entities across the country to provide insights into the resettlement process and the journeys of refugees prior to their arrival in Portugal.

During these sessions, local actors also have the opportunity to share their experiences and challenges in supporting refugees and to strengthen communication channels for closer and more collaborative work.

 

Workshops on Labor Market Integration:

With the aim of facilitating access to the labor market in Portugal, IOM organizes dynamic and participatory workshops on labor market integration for refugees. These workshops help refugees understand the Portuguese job market and enhance their employment opportunities.

Additionally, IOM raises awareness among employers about hiring refugees by participating in human resources fairs.
